6l80e shift flare 2-3 shift presure volume at 40 all others ar 200?

I am pretty good at tuning my engine how ever the dreaded 2-3 shift flare hads reared its ugly head. So question so under max volume why all shifts are set to 200 expect for drum roll 2-3 shift? It seems GM wanted these to flare in 2-3 shift.

If i understand it correctly it has to do with the air purge on the 2-3 clutch.

I doubt setting it to 200 will fix it.
